How do you combat the Islamic State’s clandestine reorganization?

In Mosul, we followed an Iraqi domestic intelligence unit, “the Falcons”, in its daily operations. Their work sheds light on the jihadists’ new modes of survival following the loss of their territory, and the repercussions of this dismantling on part of the population. The families and children of jihadists are now marginalized, denied access to Iraqi public services.

In a country where stigmatization fuels the insurgency, isn’t the Iraqi state once again manufacturing a new generation of insurgents? Investigation into a never-ending hunt, the collateral effects of which could well lead to a new conflict.
